To ensure full compliance with Wisconsin ACT 20, all staff will be required to participate in training sessions by July 1, 2025. This training will focus on key areas outlined in the act, including the following:

After reviewing available training options, the district has selected COX Campus for teacher training and CESA 6 Early Literacy Leadership training for administrators. This training is mandatory as we strive to maintain the highest standards of education and support the well-being of our students. The training began in May 2024 and will continue throughout the 2024-25 school year.

Curriculum and Instruction

ACT 20 outlines that schools in Wisconsin are required to provide science-based early literacy instruction in both universal and intervention settings. This instruction must be systematic and explicit and consists of the following: phonological awareness, phonemic awareness, phonics, background knowledge, oral language development, vocabulary, writing, comprehension, and reading fluency. School boards retain the authority to select the instructional materials they will adopt and implement, but these materials must align with the science-based early literacy definition in ACT 20. Additionally, ACT 20 prohibits the use of three-cueing instruction as defined in the statute.

Assessments

Early Literacy Screener

The Statewide reading readiness screener, Pearson aimswebPLUS, will take place 1-3 times per year. The screening schedule for the 2024-2025 school year is January 6-January 31 (K-3) and March 31-April 21 (4K-3). Hereafter, students will be assessed three times per year in the Fall, Winter, and Spring. Learners in 4K will be evaluated on phonemic awareness and letter sound knowledge. Learners in 5K-grade 3 will be evaluated on phonemic awareness, decoding skills, alphabet knowledge, letter sound knowledge, and oral vocabulary.

Parents and caregivers can expect to receive a notification letter with detailed reports within 15 days following the completion of the statewide early literacy screener. The schools will send letters home in the preferred language.

Diagnostic Tools

Diagnostic assessments will be given to students who score 24th percentile or below on the universal screener or who are referred for further evaluation by a teacher or parent/caregiver.

The Little Chute Area School District has selected the i-Ready Assessment Suite at its diagnostic reading tool. This assessment is already used for students in K-8. For students in Grades K-3, the district will use a combination of the i-Ready Diagnostic and i-Ready Learning Tasks to complete the diagnostic within 10 days after the screener. Results will be sent home after the completion of the diagnostic. See District Diagnostic Literacy Menu for the breakdown on each component included in the i-Ready Assessment Suite.

Family Notification and Communication

A letter was sent in November 2024 to all 4K-3 families informing them of the screener, the purpose of the screener, and a description of the literacy skills measured on the state reading readiness screener (Initial Communication Letter).

Once students take the aimsWeb Early Literacy screener, families will receive the results.

Any students considered "At risk" will receive an additional letter sharing diagnostic screener results and inviting caregivers to provide input on a Personal Reading Plan (PRP). This invitation also includes special education information and details about the characteristics of dyslexia.

Student Personal Reading Plans

A Personal Reading Plan (PRP) will be created together with families to support each student's reading readiness progress. The plan includes the following:

Universal instruction used
Assessment data and areas of literacy skill needs
Literacy goals and benchmarks
Reading interventions and instructional services
Progress monitoring
Additional instructional services
Support strategies for the parents/caregivers
Signature of parents/caregivers after reviewing the plan

Families receive a copy of the Personal Reading Plan within 10 days of a new assessment. Updates on progress will be provided every 10 weeks.

Promotion Plan

Each school district must adopt and implement their own policy, based on a DPI model, for promoting students from third to fourth grade that includes reading achievement criteria. This policy must be adopted and implemented by July 1, 2025.

Early Literacy Remediation Plan

Beginning in the Winter of the 2024-2025 school year, Wisconsin public schools and independent charter schools create and publish an early literacy remediation plan that applies to grades 5k through grade 3.
